add router actuator endpoint (#464)

* optimize ratelimit actuate endpoint and add router actuate endpoint

* delete PolarisDiscoveryEndpoint

* rename PolarisDiscoveryEndpoint

* rename PolarisDiscoveryEndPoint to PolarisDiscoveryEndpoint
