build(deps): use oras-go v3.0.0-rc.1 instead of v3.0.3-dev

oras-go v3.0.0-rc.1 rejects a reference carrying a tag or digest in
remote.NewRepository (oras-project/oras-go#1368), so strip it before
constructing the repository on the legacy custom-HTTP-client path.
