feat: abuse report queue with public submission and admin review (#185)
Visitors can report shares or users from the share page more-menu; the public endpoint is IP rate-limited and captcha-gated via the new abuse_captcha setting (default on). Admins review the queue at /admin/abuse with resolve/dismiss transitions and an optional reversible share block that expires the link rather than deleting it. Submissions emit report_abuse activity events.
