fix: update font-family settings for improved language support

Browse Source 
- Prefers Noto Sans CJK to good old Microsoft fonts
- Respects Traditional Chinese locales
- Reflects internal lang change
- Adjusts Yu Gothic weights for non-Japanese Windows
