Create proguard-rules.pro, disabling obfuscation.
The BaselineProfileGenerator needs to run on an AOSP emulator.
Classes in StartupBenchmark should run on a physical device to produce
reliable data.
The baseline-prof.txt file should be re-generated for each release.
