Upgrade Compose BoM `2023.06.00` and Compose compiler `1.4.7`

- Bump `androidxComposeMaterial3` to stable `1.1.0`
- Bump Kotlin `1.8.21` (to match the expected version used by Compose compiler)
- Bump KSP `1.8.21-1.0.11` (to match Kotlin version)

This also solves part of #806, where we had this dependency chain:

- `androidx.compose:compose-bom:2023.01.00`
  - `androidx.compose.ui:ui-test-junit4:1.3.3`
    - `androidx.test.ext:junit:1.1.3` (unlisted from maven)
      - `junit:junit:4.12` (vulnerability `CVE-2020-15250`)
