Document the HELM_TLS_HOSTNAME variable in 'helm --help' (#5123)

* Document the HELM_TLS_HOSTNAME environment variable in 'helm --help'

Resolves #5120
Also adjust order `ENABLE` -> `VERIFY` -> `HOSTNAME`
