feat: monorepo restructure — vendor frontend + desktop, scaffold android, rewrite CI/CD
- frontend/: vendored from cloudreve/frontend, replaces `assets` submodule
- desktop/: vendored from cloudreve/desktop (Tauri + Rust crates + React UI)
- android/: scaffold for native Kotlin app (Phase E)
- .build/build-assets.sh: builds from frontend/, stages zip under assets/build/
- CI: GitHub Actions ci.yml — backend build/vet/test, frontend build,
desktop matrix (cloudreve-api on win/mac/linux, workspace on Windows)
- Release: goreleaser workflow on tag, docker images -> ghcr.io/dvorinka
- Removed azure-pipelines.yml (superseded)
- ROADMAP: updated for monorepo layout
